Thornhill Dog Control
The Regional District of Kitimat-Stikine provides a Dog Control service to Electoral Area “E” (Thornhill) and a specified portion of Electoral Area “C” (Copperside Estates). The service includes: Operating the Thornhill Animal Shelter, Enforcing the Dog Control Regulations and Impounding Bylaw No. 494, 2002, licensing dogs, educating the public on the importance of responsible pet ownership, providing a boarding service (space permitting) and acting as an adoption facility for dogs and cats not claimed by owners.
Thornhill Dog Control has a mandatory Spay and Neuter Policy which applies to all animals adopted from the shelter. Our adoption fees are inclusive of a Spay or Neuter (routine cost) at participating local veterinarians. We believe in leading by example and therefore will not contribute to the unwanted cat and dog population that already exists.
Thornhill Dog Control is located at 3856 Desjardins Street. Public hours are from 12:30 p.m. to 4:30 p.m. Monday through Friday.

Complaints
For residents of Electoral Area “E” and Copperside Estates we are available to address your concerns regarding:
- Dogs Barking
- Dogs At Large
- Vicious or Aggressive Dogs
Please be prepared to give your full name and contact information. This information is kept confidential unless the matter escalates to a court case.
Animal Abuse and Neglect Concerns
The Regional District of Kitimat-Stikine does not have a local BCSPCA or a Special Provincial Constable to regulate the Protection of Cruelty to Animals Act (or PCA Act). Our Domestic Animal Protection Officers enforce the Thornhill Dog Regulations and Impounding Bylaw No. 494, namely regulating the provisions concerning barking dogs, dogs at large and vicious dogs. We do not have authority to regulate the PCA Act.
What does this mean?
Neglect and/or Cruelty to Animals should be reported to the BCSPCA online at www.spca.bc.ca Complainants are required to create a profile and sign in. Be prepared to provide as much information as possible including an address where the animal(s) is/are located. It is stated that ALL complaints will be investigated. If the complaint is of a life threatening nature call the emergency number 1-604-879-7343
You may also try contacting the Kitimat Humane Society for possible assistance or suggestions at kchs@monarch.net or phoning 250-639-6297. If available, the Humane Society may be able to investigate with the assistance of the RCMP – who is authorized to enforce the PCA Act.

c) Any animal released under Section 2. b) shall receive a certificate, which can be redeemed at
participating veterinarians for the entire routine spay/neuter cost.
3. ADOPTION FEE
All dogs $100.00 (includes spay/neuter certificate if necessary,
and license fee if applicable)
4. BOARDING FEE $8.00 per day – dogs only
DOG LICENSES
Dog licenses can be purchased in person at 3856 Desjardins in Thornhill, between 12:30 p.m. and 4:30 p.m. or at the Regional District of Kitimat-Stikine located at #300-4545 Lazelle Avenue, Terrace - between the hours of 8:30 a.m. and 4:30 p.m.
If you are unable to attend in person, licenses can be purchased over the phone by providing your credit card information. The license will then be mailed to your address. Please call staff at the shelter between 12:30 p.m. and 4:30 p.m. 250-638-1565.
