Proposed Forceman Ridge Landfill

Background Information

  • the 1995 approved Regional Solid Waste Management Plan includes a commitment to replace the City of Terrace and Thornhill landfills with either an upgraded Thornhill landfill or a new landfill for improved environmental and economic performance

    • better leachate and methane capture combined with improved diversion of organics will result in a far superior site than the two existing landfills.

  • siting investigations and a conceptual design are complete for the proposed Forceman Ridge landfill facility - this site is located approximately 30 km south of Terrace and 600 metres off Highway 37 (Chist Creek Main logging road); MOE has approved an Operational Certificate (like a permit)

  • next steps include deciding on the final liner design and going to a detailed design and then construction; these steps could take 2 to 4 years

  • the conceptual design for the new facility includes recycling and composting operations

  • costs for the new landfill will be likely be recovered through a combination of taxes and tipping fees (fees based on the amount and type of garbage being disposed)

  • tipping fees will provide incentives to all of us to reduce waste and will help level the playing field for recycling based businesses to start up and succeed

  • the Thornhill Landfill will be closed and replaced by a "mini" transfer station which will include recycling facilities and drop-off bins for garbage

  • the City of Terrace landfill will be closed

  • to minimize vehicle traffic to landfill, weekly collection service will be provided to all residents who currently self-haul

Zero Waste is the guiding principle for RDKS Solid Waste Management Planning. This means commitment to continuous improvement, support of Extended Producer Responsibility (EPR) programs, and local market development whenever possible.

  • Did you know? Under the BC Recycling Regulation, all printed paper and packaging materials will have a mandatory recycling program managed and funded by industry (Extended Producer Responsibility) starting in 2014.

  • Funding is available through Project Eco-Prise for community education projects and recycling-based businesses as a pro-active effort to improve local options and support green initiatives.
