Applying to speak to the Board

Presenting or speaking to the RDKS Board, also called "appearing as a delegation", requires an application.

Before you apply to appear as a delegation:

Request to appear as a delegate

  • The request must be in writing - please fill out the Delegation Request form and submit via email to [email protected], or via fax at 250-635-9222, or in person at the RDKS office. 
  • Requests must be received no later than 10 business days prior to the Regional Board or Board Committee meeting you want to attend.
  • Any supporting documentation must be included with your application.
  • You will be notified if your request has been accepted or declined.

Please be aware:

  • Presentations are limited to under 10 minutes. If you require more than 10 minutes to deliver your presentation, please provide advance notice to the Regional District staff in your application so they can adjust the meeting schedule accordingly. This request is subject to Board approval.
  • Delegations regarding any aspect of an Official Community Plan or Zoning application are prohibited between the conclusion of the Public Hearing and adoption of the Bylaw due to legal restrictions.
  • RDKS Board meetings are live streamed and recorded.
  • Personal information on the delegation form is collected under the authority of the Regional District of Kitimat-Stikine Board Procedure Bylaw to be used for the purpose of conducting the meetings of the Board.  

Delegation tips:

  • RDKS Board meetings are run by the Board Chair, and any comments at the Board meeting are directed to the Chair, not the other meeting attendees.
  • The Chair is addressed as "Chair Last Name", the current Chair is Electoral Area B Director Cyra Yunkws.
  • Delegations are encouraged to be clear and concise, and to practice their presentation beforehand.

Letters and Resolutions of Support

To request a letter or resolution of support, follow the steps below:

  • Before submitting your request, please review the RDKS Request for Letters of Support Policy and the Procedures document. Read all sections carefully as it outlines the criteria required for those seeking a resolution or letter of support from the Board.
  • Fill out the form Appendix 'A' Request for Letter/ Resolution of Support
  • Ensure that the documentation listed below is included with the Appendix 'A' application.
    • Date of request
    • Name of organization
    • Brief description of organization
    • Name of the program requiring the letter/resolution of support
    • Deadline for application to the program
    • Dollar amount of funding request (if applicable)
    • Has your organization requested a letter of support from the RDKS for this project in the past year?
    • Brief project description
    • Total project budget
    • Contact information

Be aware that incomplete submissions could delay consideration of your request.

Application Deadline

The completed Appendix ‘A’ Request for Letter/ Resolution of Support form and all required documentation are due fourteen (14) days prior to the applicable Board meeting at which the request will go forward, however, the application should be submitted ahead of the submission deadline as far as possible.

Once completed, the application will be placed on the next available Board agenda for consideration. Should the Board approve the request, a letter or resolution will be provided.

Please note, applicants are responsible for forwarding the letter or resolution to the appropriate organization.
